Harbaugh isn't laying out a detailed plan in public. He said the staff is "just really outlining, without telling you what we're doing, phases, things we're doing within the schematic small wins we're chasing there."
He also said technique is a big part of the plan, calling it "a fundamental technique game" built on "very small wins in technique."
